The Foster Placement Framework is an all-Wales agreement and has been implemented across 13 local authorities. These are outcomes based agreements between local authorities and independent sector providers (private and third sector organisations).
The Framework specifies looked after children placement requirements and the outcomes to be achieved for every looked after child.
The 4C’s (Children’s Commissioning Consortium Cymru) have recently gone through a Quality Performance Assessment to select the best independent foster placement providers.
Successful providers have evidenced that they can provide placements which meet the clear standards of care and the outcomes for children and young people specified through the Frameworks, and will be able to develop more local placements across Wales.
