National Fostering Group is Committed to Not-for-Profit Fostering in Wales

What is changing?

National Fostering Group is dedicated to providing the highest quality support to foster parents and young people across Wales. In line with the Welsh Government’s legislation requiring all children’s services providers to operate on a not-for-profit basis by 2030, we are proactively transitioning our services in Wales to meet this requirement. Our commitment ensures that we continue to offer outstanding care while putting the needs of children and foster families first.

What This Means for Our Foster Parents

This transition will not affect the exceptional support and services you already receive. We remain committed to:

  • 24/7 Support – A dedicated supervising social worker and a strong local support network available whenever you need it.
  • Competitive Allowances – Continued financial support, alongside access to additional rewards and bonuses.
  • Consistent Placement Opportunities – Our well-established partnerships with Welsh local authorities ensure regular placements with children who need safe and loving homes.
  • A Child-Centred Approach – We prioritise the well-being and development of children with wrap-around support and tailored care plans.
  • A Thriving Fostering Community – Foster families can participate in family events, training opportunities, and local support groups, all facilitated by our experienced and engaged team.

Ongoing Stability and Support

Our transition to a not-for-profit model will not impact our existing placements or relationships with local authorities. Foster parents will continue to benefit from the same level of engagement, guidance, and expert support from our teams, ensuring the best possible outcomes for the children in our care.

NFA Wales

NFA Wales operates across the whole of Wales having our largest group of foster carers based in South and Mid Wales around Cardiff, Valleys and Swansea. We are able to offer an active service in the Welsh Language to our foster carers with social workers and our practice manager being first-language Welsh speakers. We support foster carers to provide a service to children from Wales within their local community.

Fostering Solutions Wales

Fostering Solutions Wales covers a large geographical area, however despite this, staff get to know every foster carer and the children they look after and this is something the foster carers appreciate and value. Many of the foster carers have been with Fostering Solutions Wales for a long time – some for over 18 years. Even former foster carers continue to recommend us to prospective carers, reflecting the strong relationships we’ve built.

Will National Fostering Group cease to exist in Wales due to the not-for-profit changes?

False. National Fostering Group fully supports this legislative change and remains completely committed to providing the highest level of support to our foster parents and achieving the best possible outcomes for the children and young people in our care.

We have extensive experience in delivering not-for-profit fostering services, with parts of our organisation operating in this way for over 29 years. This transition is something we are well-prepared for, and we are excited to continue supporting our incredible foster parents in transforming the lives of children and young people across Wales.

Will everything at National Fostering Group change after the legislation changes in 2030?

No. Our foster parents will experience no changes to the support they currently receive. Training, support groups, financial benefits, events, and our dedicated teams will all remain the same.

The Welsh Government’s 2030 legislation will change the way National Fostering Group operates as an independent agency in Wales, but it will not affect the high quality of care, service, and support we provide to our foster parents and the children in our care. Our commitment to supporting foster families and achieving the best outcomes for young people remains as strong as ever.

Will foster parents no longer be able to care for the children currently in their care?

False. The Welsh Government has committed to ensuring that all looked-after children in Wales will be supported by public sector, charitable, or not-for-profit organisations by 2030.

As National Fostering Group fully embraces this change and is committed to becoming a not-for-profit organisation in Wales, there will be no reason for existing placements to end. Foster parents will continue to provide stable, loving homes for the children in their care, with the same high level of support from our team.

Will foster parents no longer be able to accept new children from local authorities?

False. National Fostering Group will continue to work closely with local authorities across Wales to ensure children and young people in need of care are matched with suitable foster parents.

When local authorities are unable to place a child with one of their own approved foster parents, we will remain a trusted partner in finding safe, stable, and loving homes for them.

Will foster parents have fewer placement opportunities and wait longer for a child to be placed in their care?

False. National Fostering Group will continue to work closely with local authorities and remain a trusted partner in providing high-quality foster care across Wales.

Our services will still be in high demand, meaning approved foster families can expect regular placement opportunities and won’t have to wait long before welcoming a child into their home and making a real difference in their life.

Will foster parents be forced to transfer to local authorities?

False. National Fostering Group is fully committed to supporting all our foster parents and the young people in our care. We are embracing this legislative change and are dedicated to becoming a not-for-profit organisation.

As a result, all foster parents—both new and existing—will continue to receive the same level of support that National Fostering Group currently provides, long after these changes come into effect in 2030.
